Updated Switzerland & Liechtenstein de minimis logic

Customs in Switzerland & Liechtenstein only charge duty & taxes when the total combined duty and tax amount owed is less than 5 CHF.

We have now updated our calculation logic for these countries to respect this rule.

Note: In line with Switzerland & Liechtenstein's tax code if the shipment attracts excise duty, that will be charged regardless of the above rule.
