What is classification?
Product classification (also called tariff classification) is the process of assigning a product its full HS code.
If you’re unfamiliar with HS codes, see our article: What Is a HS Code?
How classification works
The exact HS code depends on very specific product details in the import country’s tariff system.
For example, to classify a pair of shoes for import into the United States, you may need to know:
- Type of shoe
- Sole material
- Upper material
- Instep size
- Other detailed product attributes
Rules for determining classification
Classification professionals such as customs brokers use the General Rules of Interpretation (GRI) published by the WCO to decide which HS code applies.
Accurate classification often requires:
- Specialized expertise
- In-depth knowledge of tariff rules
- A potentially high cost for professional services
